BABCOCK: Louisiana Voters Should Support Amendments 1-4 to Strengthen Accountability and Opportunity

In May, Louisiana voters will have an opportunity to make meaningful choices that shape the future of our state. Amendments 1 through 4 are not abstract policy changes; they are practical reforms aimed at improving accountability in government, strengthening education, supporting teachers, and encouraging long-term economic growth. Together, these measures represent a clear path toward a more responsive, efficient, and opportunity-driven Louisiana.


Each amendment addresses a long-standing challenge and offers a thoughtful solution grounded in common sense and responsible governance.


Amendment 1 focuses on improving accountability in state government. It allows the Legislature to adjust which positions are included in the unclassified civil service system, giving elected leaders greater flexibility to ensure that key roles are filled by individuals who meet performance expectations and serve the public effectively. Louisiana families expect their government to function efficiently and responsibly. This amendment reinforces the basic principle that public service should always be tied to accountability and results.


Amendment 2 strengthens local control in education, an issue that resonates deeply with parents across our state. This measure grants the City of St. George the same constitutional authority that other locales in East Baton Rouge Parish already have to oversee school systems and related funding. Local leaders and families often understand their community’s needs better than distant administrators. By empowering communities to shape their educational future, this amendment supports innovation, responsiveness, and a stronger focus on student success.


Amendment 3 offers a meaningful and responsible way to support Louisiana’s educators. By using savings created through paying down debt in the Teachers’ Retirement System, this amendment provides permanent salary increases – approximately $2,250 for teachers and $1,125 for support staff – without raising taxes. Teachers and school staff play essential roles in shaping the next generation, and ensuring they are fairly compensated strengthens both our schools and our communities. This measure reflects careful planning, financial responsibility, and respect for those who serve Louisiana’s students every day.


Amendment 4 addresses economic growth by giving local governments the authority to reduce or eliminate the inventory tax on business property. For years, business leaders have identified this tax as a barrier to investment and expansion. Providing local flexibility allows communities to attract new businesses, create jobs, and support local economies. Strong economies are built on policies that encourage investment and reward growth, and this amendment offers local leaders the tools to do exactly that.

Taken together, Amendments 1 through 4 represent a coordinated effort to modernize Louisiana’s systems and strengthen the foundations of our state. They promote accountability where it is needed, empower communities to make local decisions, provide tangible support for educators, and encourage economic development that benefits families statewide.


These reforms are not about short-term fixes; they are about long-term success. Louisiana has made significant strides in the last two years, and these amendments provide an opportunity to build on that momentum. By supporting thoughtful, targeted improvements, voters can help ensure that government operates more efficiently, schools remain focused on student success, and businesses continue to see Louisiana as a place to invest and grow.


Louisiana’s future depends on thoughtful action today. Amendments 1 through 4 represent an important step toward a stronger, more prosperous state – one built on responsibility, opportunity, and confidence in what Louisiana can achieve next.
